The Sac County Board of Supervisors met in regular session with all members present, Mike
Fischer, Chairman, presiding. The minutes of the last meeting were approved as submitted.
It was moved by Wissler and seconded by Drake to amend the agenda to consider an ARP
application and a letter of Engagement for bonding attorneys. Ayes all, motion carried.
It was moved by Wissler and seconded by Drake to approve the agenda as amended. Ayes
all, motion carried.
Tammy Vine with Sac City Hometown Pride addressed the Board with a request for funding
of playground equipment in the Lion's club Riverside Park and a letter of support for additional grant
funding for the project.
It was moved by Wissler and seconded by Drake to contribute $5,000 to the Hometown
Pride project from the County's Special Projects fund and sign a letter of support for additional
grant funding. Ayes all, motion carried.
It was moved by Drake and seconded by Wissler to reappoint Brenda Schoneboom as the
Sac County Representative on the Region XII Regional Housing Authority Board of Directors for a
three-year term. Ayes all, motion carried.
It was moved by Wissler and seconded by Drake to approve an application submitted by
Sac County Conservation for $31,120.77 in ARP funds for concrete removal on the Sauk Rail Trail.
Ayes all, motion carried.
Nate Summers, underwriter with UMB bank in West Des Moines, presented an update on a
proposed offering and issuance of General Obligation bonds for a new jail. Mr. Summers also
submitted a letter of Engagement for the Board to consider.
It was moved by Wissler and seconded by Drake to direct the Chairman to sign a letter of
Engagement with UMB. Ayes all, motion carried.
It was moved by Wissler and seconded by Drake to direct the Chairman to sign a letter of
engagement with Dorsey and Whitney, LLP, to act as bond counsel for the jail project. Ayes all,
motion carried.
It was moved by Drake and seconded by Wissler to adopt Resolution #24-0820 setting
November 5, 2024, as the date for an election on the proposition of entering into a loan agreement
and issuing general obligation bonds for the purpose of financing, constructing, furnishing and
equipping a new County Jail and updated law enforcement facilities. Ayes: Drake, Wissler, Fischer;
nays none, motion carried.
It was moved by Wissler and seconded by Drake to approve the claims as listed in the
claims register in the Auditor's office. Ayes all, motion carried.
The County Engineer updated the Board on the activities of the county road crews and the
status of current maintenance and construction projects.
The Board and the Engineer discussed ARP funding of additional expense for a backup
generator. No action was taken pending a review of ARP fund balances.
It was moved by Wissler and seconded by Drake to postpone the public hearing on an
amendment to the County's Nuisance abatement ordinance. Ayes all, motion carried.
