The Sac County Board of Supervisors met in regular session with all members present, Mike
Fischer, Chairman, presiding. The minutes of the last meeting were approved as submitted.
It was moved by Drake and seconded by Wissler to approve the agenda as posted. Ayes all,
motion carried.
Ray Von Ahn of Sac City addressed the Board during the Citizen Input portion of the agenda
with concerns regarding the County Attorney's "unprofessional conduct and bullying".
The County Engineer updated the Board on activities of the county road crews and the
status of current maintenance and construction projects.
It was moved by Drake and seconded by Wissler to approve the plans and specifications for
Project BROS- CO81 (95)- - 5F- 81, bridge replacement with a twin box RCP twin box culvert. Ayes
all, motion carried.
It was moved by Wissler and seconded by Drake to approve a Federal - Aid agreement
between Sac County and the Iowa Department of Transportation for financing the above-named
project. Ayes all, motion carried.
It was moved by Drake and seconded by Wissler to re-open the public hearing on an
ordinance amendment for Nuisance abatement which had been tabled on August 20, 2024. Ayes
all, motion carried.
The County Attorney reviewed Iowa Code Section 657A and explained the purpose of the
Code section and how it could be applied. Adam Cook addressed the Board with concerns that the
implementation of the Code section would cause a slippery slope in regulating private property and
questioned whether this ordinance would cause people to move away. Mr. Cook asked about a
second and third reading of the proposed ordinance amendment.
It was moved by Wissler and seconded by Drake to close the public hearing. Ayes all,
motion carried.
It was moved by Drake and seconded by Wissler to schedule a second public hearing on the
nuisance abatement amendment for Tuesday, September 3, 2024, at 10:30 am. Ayes all, motion
carried.
It was moved by Drake and seconded by Wissler to table any action on another property
considered to be nuisance. Ayes all, motion carried.
It was moved by Wissler and seconded by Drake to approve the claims as listed on the
claims register in the Auditor's office. Ayes all, motion carried.
With there being no further business, on motion, the meeting was adjourned.
