Sac County Board of Supervisors Meeting Room

The Sac County Board of Supervisors met in regular session with all members present. Ranell Drake, Chairman, presided.
It was moved by Wissler and seconded by Fischer to approve the minutes of the last meeting. Ayes all. Motion carried.
It was moved by Fischer and seconded by Wissler to approve the agenda as presented. Ayes all. Motion carried.
Kelsy Ballard, Project Development Director for MidAmerican Energy, addressed the Board regarding a proposed solar project near Auburn, stating that their company had submitted an application for their proposed project to Planning and Zoning officer, Taylor Egesdal. There was some discussion regarding the particulars of the application as received including assignability and decommissioning, and the current solar ordinance that Sac County has in place was reviewed by Sac County Attorney, Ben Smith.
It was moved by Wissler and seconded by Fischer to adopt Resolution #25-0204-1, Establishing a Temporary Moratorium on the Issuance of Conditional Use Permits for Solar Gardens or Utility Scale Solar Installations, which puts a temporary moratorium in place expiring on or before August 4, 2025. Roll call vote: Drake – aye, Fischer – aye, Wissler – aye. Ayes all. Motion carried.
It was moved by Fischer and seconded by Wissler to adopt Resolution #25-0204-2, Establishing a Temporary Moratorium on the Issuance of Conditional Use Permits for Digital Asset Mining/Data Centers, which puts a temporary moratorium in place expiring on or before December 31, 2025. Roll call vote: Drake – aye, Fischer – aye, Wissler – aye. Ayes all. Motion carried.
It was moved by Wissler and seconded by Fischer to adopt Resolution #25-0204-3, Establishing a Temporary Moratorium on the Issuance of Conditional Use Permits for Energy Storage Solutions, which puts a temporary moratorium in place expiring on or before December 31, 2025. Roll call vote: Drake – aye, Fischer – aye, Wissler – aye. Ayes all. Motion carried.
It was moved by Fischer and seconded by Wissler to adopt Resolution #25-0204-4, Approval of Weight Restrictions on Various County Bridges, that vehicle and load limits be established and that signs be erected advising of the permissible maximum weight limits on Sac County bridges. Roll call vote: Drake – aye, Fischer – aye, Wissler – aye. Ayes all. Motion carried.
It was moved by Wissler and seconded by Fischer to accept a quote from Critter Getter for courthouse attic remediation in the amount of $30,000. Ayes all. Motion carried.
John Huff, Project Outreach Manager with MidAmerican Energy, presented a proposed plan to the Board for their Auburn Solar Farm Project. There was much discussion including preliminary design, site selection and potential revenue for the county by replacement tax. Mr. Huff stated that MidAmerican had received no objection from nearby landowners.
Taylor Egesdal, Planning & Zoning Director, addressed the Board regarding ag setbacks on property, stating that currently Sac County does not require an ag construction permit and has no setbacks in place. No action was taken and the matter was referred to the County Attorney for review.
Taylor Egesdal also noted that there are needed revisions to the current zoning ordinance and stated that her office would begin working on the needed changes. There was no action taken.
It was moved by Fischer and seconded by Wissler to approve claims in the amount of $64,290.24 Ayes all, motion carried.
With there being no further business, on motion, the meeting was adjourned.
