The Sac County Board of Supervisors met in regular session with all members present, Ranell Drake, Chairman, presiding. The minutes of the last meeting were approved as submitted.
It was moved by Fischer and seconded by Wissler to approve the agenda as posted. Ayes all, motion carried.
Brandy Wilson, Sac County SETD Director, presented the agency's annual report for 2024/25 and a request for funds for 2025/26. The amount requested was the same as the previous year, $90,000. No action was taken.
It was moved by Fischer and seconded by Wissler to approve the Treasurer's semiannual report for the period beginning July 1,2024 and ending December 31, 2024. Ayes all, motion carried.
Sheriff Ken McClure and Chief Deputy Katie Stange informed the Board that they were putting together a committee to promote the construction of a new jail. The question of bonding for a new facility will be on the ballot in November and the committee will have time to educate the public. Ranell Drake volunteered to be on the committee.
It was moved by Wissler and seconded by Fischer to adopt Resolution 25-0128A pursuant to Iowa Code 459.304(3), authorizing the Board of Supervisors to evaluate any construction of animal confinement feeding operation structures in Sac County and submit their opinion to the Department of Natural Resources. Ayes Wissler, Fischer, Drake; nays none, motion carried.
The Board and the County Attorney discussed developing an ordinance regarding solar farm construction. It was moved by Wissler and seconded by Fischer to create a committee to develop an ordinance. Ayes all, motion carried.
At 10:30, the Board met via telephone conference with the Calhoun County Board of Supervisors to discuss drainage issues.
It was moved by Wissler and seconded by Fischer to accept and approve the annual report submitted by the County Substance Abuse Program. Ayes all, motion carried.
It was moved by Fischer and seconded by Wissler to approve the drainage claims as presented. Ayes all, motion carried.
The Board received a 4% wage increase request from the Sac County Professional Paramedic Association Local 3669 for fiscal year 2025/26. No other changes in the contract were requested. No action was taken.
It was moved by Fischer and seconded by Wissler to approve the claims as listed on the claims register in the Auditor's office. Ayes all, motion carried.
The County Engineer updated the Board on activities of the county road crews and the status of current maintenance and construction projects.
It was moved by Wissler and seconded by Fischer to adopt Resolution #25-0128B, authorizing the County Engineer to appoint a person as an assistant-in-charge working foreman. The working foreman will be paid $3/hour above their regular pay rate while working is this capacity for 25 cumulative working days or less and $4/hour for periods of 26 cumulative working days or more. Ayes Wissler, Fischer, Drake; nays none, motion carried.
Brian Blomme, County Drainage Engineer for Sac, Calhoun and Buena Vista Counties, submitted a contract renewal for 2025/26 and a proposed budget for the same period. No action was taken.
It was moved by Wissler and seconded by Fischer to approve the claims as listed on the claims register in the Auditor's office. Ayes all, motion carried.
