The Sac County Board of Supervisors met in regular session with all members present, Ranell Drake, Chairman, presided. The minutes of the last meeting were approved as submitted.
It was moved by Fischer and seconded by Wissler to approve the agenda as posted.
Ayes all, motion carried.
At 9:45 AM, as advertised, the Boards of Supervisors from Sac, Calhoun and Buena Vista Counties met via phone conference to consider drainage assessments on joint drainage districts 16-30 & 92 and 19 & 26.
It was moved by Wissler of Sac County and seconded by Mertens of Buena Vista County that Ranell Drake serve as chairman and Renee Roland serve as secretary for joint DD 16-30&92. Ayes all, motion carried.
It was moved by Fischer and seconded by Mertens to apply a 446% levy to Sac County open ditch, 31% levy to Sac Tile Branch and 248% levy to the Main Open Ditch with no waivers. Ayes all, motion carried.
It was moved by Jacobs and seconded by Fischer to adjourn.
It was moved by Mertens of Buena Vista County and seconded by Wissler of Sac to appoint Ranell Drake as Chairman for Joint DD 19 & 26 and Renee Roland as secretary.
Ayes all, motion carried.
It was moved by Mertens and seconded by Wissler to apply a 104% levy to Jt DD 19 & 26 Main open ditch, 1465% levy to the Main Open Ditch, with an optional ten-year waiver plan, and a 34% levy to Lateral 4. Ayes all, motion carried.
Lance Wilhelm presented a review of a proposed bike/walking trail through Sac City and west to County Road M68 and asked the Board to consider funding for the project.
It was moved by Fischer and seconded by Wissler to allocate $7500 to the project from the County's Special Projects fund. Ayes all, motion carried.
Acting Sheriff Katie Stange submitted a letter to the Board recommending Seargent Jonathon Meyer be appointed as Sac County Sheriff until the General Election in November of 2026.
It was moved by Wissler and seconded by Fischer to appoint Sergeant Jonathon Meyer as Sheriff until the next general election in November 2026. Ayes all, motion carried.
The Chairman administered the Oath of Office to newly appointed Sheriff Jonathon Meyer.
The Board was informed of a vacancy on the Board of Adjustment created by the resignation of Randy Aschinger.
It was moved by Fischer and seconded by Wissler to approve the annual report for the Iowa HHS/County Substance Abuse Prevention Grant. Ayes all, motion carried.
It was moved by Wissler and seconded by Fischer to approve the claims as listed on the claims register in the Auditor's office. Ayes all, motion carried.
At 10:30, the Chairman opened the public hearing to consider a tanning facilities ordinance for Sac County. There was no one present to support of oppose the ordinance. The County Attorney requested the Board table any action until such time as he could review the proposed ordinance.
It was moved by Wissler and seconded by Fischer to table any action on the proposed ordinance until July 29, 2025. Ayes all, motion carried.
The County Attorney and representatives from Mid-American Energy met with the Board to discuss ordinances and regulations for a solar project to be located in Sac County.
The group discussed timing issues relative to project development.
It was moved by Fischer and seconded by Wissler to direct the County Attorney to review Mid American's proposal and develop a resolution addressing a solar energy permit and ancillary conditional use permits for the project. Ayes all, motion carried.
With there being no further business, on motion, the meeting was adjourned.
