The Sac County Board of Supervisors met in regular session with all members present, Mike
Fischer, Chairman, presiding. The minutes of the last meeting were approved as submitted.
It was moved by Wissler and seconded by Drake to approve the agenda as posted. Ayes all,
motion carried.
It was moved by Wissler and seconded by Drake to deny a claim from Region XII Council of
Governments in the amount of $6000 for ordinance recodification which Sac County didn't receive.
Ayes all, motion carried.
Russ Davis, representing Sac County on the Sac City Airport Commission requested that
the Board appoint John Kraft from Lake View to fill Mr. Davis's position on the commission upon his
resignation. Ayes all, motion carried.
It was moved by Drake and seconded by Wissler to appoint John Kraft to the Sac City Airport
Commission upon Russ Davis's resignation. Ayes all, motion carried.
The County Engineer updated the Board on the activities of the county road crews and the
status of current maintenance and construction projects. The Board was told that the letting for the
County Road N28 reconstruction will be in November of 2024 for a 2025 project.
At 10:15, the Board of Supervisors met with the Calhoun County Board of Supervisors as
Trustees of Joint DD 20 - 119.
It was moved by Drake and seconded by LeGore that Mike Fischer serve as Chairman for the
meeting. ayes all, motion carried.
It was moved by Drake and seconded by Jacobs that Jim Dowling serve as secretary. Ayes
all, motion carried.
Brian Blomme, Drainage Engineer for Sac, Calhoun and Buena Vista Counties presented the
engineer's annexation report for the district and explained certain parcels that need to be annexed
into the district and certain parcels that need to be deleted.
It was moved by Wissler and seconded by Jacobs to tentatively accept the Engineer's report
for annexation and call for a public hearing on Tuesday, October 15, 2024, at 11 :00 AM in the Sac
County Law Enforcement Center conference room. Ayes all, motion carried.
The Joint meeting adjourned at 10:40 am.
The Chairman opened the second public hearing to consider an ordinance adopting the
provisions of Iowa Code Sections 657 A.1 through 657 A.1 Oto apply within Sac County, enabling the
County to address and manage abandoned and nuisance properties effectively.
Adam Cook addressed the Board with concerns that the ordinance might be overreaching
to affect the farming community. He asked about who would be responsible for administering the
ordinance and suggested that it not be an outside agency. The County Attorney and the Board
discussed the possibility of creating a committee to identify certain properties and include the
County's environmental health director.
It was moved by Wissler and seconded by Drake to close the public hearing. Ayes all,
motion carried.
It was moved by Drake and seconded by Wissler to waive the third reading and adopt the
ordinance as presented. Ayes Drake, Wissler and Fischer; nays none, motion carried.
It was moved by Wissler and seconded by Drake to approve the claims as listed on the
claims register in the Auditor's office. Ayes all, motion carried.
With there being no further business, on motion, the meeting was adjourned.
