The Sac County Board of Supervisors met in regular session with all members present, Ranell Drake, Chairman, presiding. The minutes of the last meeting were approved as submitted.
It was moved by Wilhelm and seconded by Wissler to approve the agenda as posted. Ayes all, motion carried.
It was moved by Wilhelm and seconded by Wissler to appropriate all funds as approved at the budget hearing held March 12, 2019 for fiscal year 2019/20. Ayes all, motion carried.
Larry Peyton and Blake Mohr with Colburn Insurance and Clarence Hoffman with County Risk Management Services discussed the Iowa Communities Assurances Pool for the County’s general liability coverage and the Iowa Municipalities’ Workers Compensation Association Pool for workers compensation coverage. The agents recommended an increase on the general liability from two million dollars to five million dollars.
It was moved by Wilhelm and seconded by Wissler to approve the increase of the general liability coverage. Ayes all, motion carried.
It was moved by Wissler and seconded by Wilhelm to approve renewal of the County Substance Abuse Prevention Services Agreement between Sac County and New Opportunities, Inc to utilize the County Substance Abuse Prevention Services grant funds proposed to be $2,440.00 Iowa Department of Public Health funding with a three to one county match. Ayes all, motion carried.
It was moved by Wilhelm and seconded by Wissler to approve Medicare revalidation with Centers for Medicare and Medicaid Services for any outstanding debt owed by Sac County Health Services. Ayes all, motion carried.
It was moved by Wissler and seconded by Wilhelm to approve the Sheriff’s quarterly report for the quarter ending June 30, 2019 and note a correction on the quarterly report for the quarter ending March 31, 2019. Ayes all, motion carried.
It was moved by Wilhelm and seconded by Wissler to approve a proposed tile repair in Joint DD 64 & 105 located in Section 2, Delaware Township, Sac County in the amount of $600.00. Ayes all, motion carried.
The County Engineer updated the Board on activities of the county road crews and the status of current maintenance and construction projects.
It was moved by Wilhelm and seconded by Wissler to approve the 2019 PC patching plans and notice of bidders. Ayes all, motion carried.
It was moved by Wissler and seconded by Wilhelm to approve Resolution 19-0702A adopting a County Conflict of Interest Policy in accordance with FEMA regulations. Ayes all, motion carried.
It was moved by Wilhelm and seconded by Wissler to approve Resolution 19-0702B adopting County Fraud Reporting Policy in accordance with FEMA regulations. Ayes all, motion carried.
It was moved by Wissler and seconded by Wilhelm to approve Resolution 19-0702C adopting a County Procurement Policy in accordance with FEMA regulations. Ayes all, motion carried.
Curtis Bloes, representing the Sac City Recreational Trails committee, addressed the Board and the Engineer with an update on the Share The Road project. The committee was requesting funding for additional signage at 17 new locations and upgrades to 8 existing signs. The Board took no action but requested more information on the size of the signs and costs.
With there being no further business, on motion, the meeting was adjourned.
