The Sac County Board of Supervisors met in regular session with all members present, Ranell Drake, Chairman, presiding. The minutes of the last meeting were approved as submitted.
It was moved by Wissler and seconded by Wilhelm to approve the agenda as posted. Ayes all, motion carried.
At 10:30, as advertised, the Chairman opened the public hearing to consider the proposed budget for fiscal year 2019/20. There were five people in attendance.
The County Auditor explained the major changes in revenues, expenditures and fund balances and compared the proposed levies to the levies of the previous year. There was some questions and discussion on fund balances and the segregation of the funds by service area.
It was moved by Wissler and seconded by Wilhelm to close the public hearing at 10:50. Ayes all, motion carried.
It was moved by Wissler and seconded by Wilhelm to adopt Resolution 19-0312 approving a 3% salary increase for fiscal year 2019/20 for all elected officials except for the Supervisors whose salary will remain the same as the current year. Ayes; Wissler, Wilhelm and Drake, nays none, motion carried.
It was moved by Wilhelm and seconded by Wissler to reduce the proposed 2019/20 ending fund balance in the in the general fund by $69,500 and the proposed ending fund balance in the general supplemental fund by $19,500. Ayes all, motion carried.
It was moved by Wissler and seconded by Wilhelm to approve and accept the Sac County budget for 2019/20 as amended. Ayes Drake and Wissler, nays Wilhelm, motion carried.
Jamie Lawrence, City Administrator for the City of Sac City reviewed the North 5th Street bridge repairs and requested the Board consider helping pay for the repairs as the bridge is part of a Farm to Market road system. Mr. Lawrence requested a payment of 10% of the cost of the project minus the engineering costs in the amount of $7,855.00. it was moved by Wilhelm and seconded by Wissler to approve the request. Ayes all, motion carried.
The County Engineer updated the Board on activities of the county road crews and the status of current maintenance and construction projects.
It was moved by Wilhelm and seconded by Wissler to adopt Resolution #19-0312A revising the Sac County 2019 Five Year Road program by moving a bridge project from 2020 construction year to 2019 construction year. Ayes Drake, Wilhelm and Wissler; nays none, motion carried.
The Board and the Engineer discussed options to replace a motor grader which had been involved in an accident causing major damage to the machine. No action was taken.
Representatives from Invenergy and Aliant Energy were present to meet the new Supervisors and update the Board on the wind turbine project,
With there being no further business, on motion, the meeting was adjourned.
