The Sac County Board of Supervisors met in regular session with all members present, Rick Hecht, Chairman, presiding.
It was moved by Stock and seconded by Drake to correct the minutes of March 20, 2018, to state that the recommended setback for wind turbines is one half mile from the property line instead of one half mile from the residence. Ayes all, motion carried.
It was moved by Drake and seconded by Stock to approve the minutes as corrected. Ayes all, motion carried.
It was moved by Stock and seconded by Drake to approve the agenda as posted. Ayes all, motion carried.
Mark Zoccone with Invenergy addressed the Board to express his concerns about a one half mile setback as part of the zoning ordinance for wind turbines. Mr. Zaccone stated that with a one half mile setback the proposed wind turbine project would require a full section on land for one turbine which would, in effect, kill the project.
It was moved by Stock and seconded by Drake to appoint Chuck Bettin to the Sac County Board of Health to fill a vacancy created by the resignation of Jane Bisenius. Ayes all, motion carried.
It was moved by Drake and seconded by Stock to approve a change in a proposed tile repair in DD 62 from a total cost of $1000 to $2000. Ayes all, motion carried. The repair is located in Section 20, Delaware Twp.
It was moved by Stock and seconded by Drake to suspend the current taxes on Lot 11, Block 3, Hunter’s Addition to Sac City in the amount of $70.00 and Lot 5, Block 3, Hunter’s Addition to Sac City in the amount of $926.00. Ayes all, motion carried.
It was moved by Drake and seconded by Stock to approve open drainage ditch spray contract with B&W Control Specialists in Sac County in the amount of $28,750.00. Ayes all, motion carried.
It was moved by Stock and seconded by Drake to approve open drainage ditch spray contract with B&W Control Specialists on Joint Drainage Districts between Sac and Calhoun Counties in the amount of $13,000.00. Ayes all, motion carried.
It was moved by Drake and seconded by Stock to approve open drainage ditch spray contract with B&W Control Specialists on Joint DD 16,30,92 – Sac, Calhoun and Buena Vista Counties in the amount of $5,500.00. Ayes all, motion carried.
It was moved by Stock and seconded by Drake to approve open drainage ditch spray contract with B&W Control Specialists on Joint Drainage Districts between Sac and Buena Vista Counties in the amount of $3,500.00. Ayes all, motion carried.
It was moved by Drake and seconded by Stock to approve a liquor license renewal application submitted by Trailside Roadhouse in Carnarvon. Ayes all, motion carried.
It was moved by Stock and seconded by Drake to approve renewal of a substance abuse grant renewal for 18/19 and to name Renee Roland as the authorized signatory for the grant. Ayes all, motion carried.
Chris Whitaker with Region XII Council of Governments visited with the Board about the County’s Code of Ordinances and the Planning and Zoning ordinances. The County’s code was last updated in 2004. Mr. Whitaker suggested a fee of $6000 to update both documents.
It was moved by Stake and seconded by Stock to direct Region XII Council of Governments to proceed with the updates and include a PDF file so that the documents can be attached to the County’s website. Ayes all, motion carried.
The County Engineer updated the Board on activities of the county road crews and the status of current maintenance and construction projects.
With there being no further business, on motion, the meeting was adjourned.
