The Sac County Board of Supervisors met in regular session with all members present. Mike Fischer, Chairman, presided. The minutes of the last meeting were approved as submitted.
It was moved by Wissler and seconded by Drake to approve the agenda as posted. Ayes all. Motion carried.
Brian Blomme, Drainage Engineer, was present to discuss a proposed 28E Agreement regarding water quality projects. It was moved by Drake and seconded by Wissler to approve the 28E Agreement for Fiscal Agent Assistance Between Iowa Department of Agriculture and Land Stewardship – Division of Soil Conservation and Water Quality; Sac County Iowa; and Sac County Soil and Water Conservation District for the North Raccoon Edge of Field Project. Ayes all. Motion carried.
It was moved by Wissler and seconded by Drake to acknowledge Pay Application #1 for DD59 in the amount of $87,451.01. Ayes all. Motion carried.
It was moved by Drake and seconded by Wissler to approve the proposed beaver dam removal in Drainage District 81, located in Section 36, Douglas Township, in the amount of $1500.00. Ayes all. Motion carried.
It was moved by Drake and seconded by Wissler to approve claims as presented in the amount of $169067.40. Ayes all. Motion carried.
The County Engineer updated the Board on activities of the county road crews and the status of current maintenance and construction projects, including the proposed repower project for 9 wind towers by MidAmerican Energy expected to take place during the summer.
It was moved by Wissler and seconded by Drake to approve the Employment Contract and Agreement between Sac and Calhoun Counties for a shared County Engineer for FY2025. Ayes all. Motion carried.
It was moved by Drake and seconded by Wissler to approve an American Rescue Plan application submitted by the Sac County Sheriff’s Department in the amount of $27319.00 for replacement of 10 patrol rifles, authorizing purchase of 5 rifles at this time and the remainder when additional funds are available. Ayes all. Motion carried.
Ken McClure, Sac County Sheriff, gave an update regarding the radio project stating that the project was substantially complete, but there are small upgrades still to be made.
It was moved by Drake and seconded by Wissler to approve the Collective Bargaining Agreement between Sac County Board of Supervisors and Sac County Professional Paramedic Association for Fiscal Year 2025. Ayes all, motion carried.
It was moved by Wissler and seconded by Drake to approve a Liquor License for Sweetie’s Liquor Store & Coffee Shop LLC. Ayes all. Motion carried.
It was moved by Drake and seconded by Wissler to approve Resolution #2024-03-05, authorizing general operating transfers from Rural Basic to Secondary Roads in the amount of $460883.00 and from General Basic to Secondary Roads in the amount of $40512.50. Drake: aye. Wissler: aye. Fischer: aye. Ayes all. Motion carried.
