The Sac County Board of Supervisors met in regular session with all members present, Ranell, Drake, chairman, presiding. The minutes of the last meeting were approved as submitted.
It was moved by Wilhelm and seconded by Wissler to amend the agenda to consider a liquor license renewal. Ayes all, motion carried.
It was moved by Wilhelm and seconded by Wissler to approve the agenda as amended. Ayes all, motion carried.
Jenny Buehler was present to ask for clarification on changes proposed to the wind turbine ordinances which were approved at the last meeting. Ms. Buehler requested that the Board and the Zoning officer upgrade their communication efforts when dealing with changes to code of ordinances.
The County Engineer updated the Board on activities of the county road crews and the status of current maintenance and construction projects.
Jim Bullock, Sac County EMA Director, Zac Andersen, Sac County Engineer and the Board of Supervisors discussed new FEMA policies implementation which will be required before any funding will be available for the next disaster. New policies required by FEMA include Conflict of Interest policy, Segregation of Duties policy, Fraud Reporting policy and a Procurement policy. No action was taken.
At 10:30 AM, the Chairman opened the public hearing, as advertised, for consideration of a proposed ordinance allowing cities and the county to utilize Iowa Code 446.19A, authorizing each city in the county and the county to bid on and purchase delinquent taxes and to assign tax sale certificates of abandoned property. The Sac City City Administrator was present to support the ordinance and no one was present to oppose the ordinance.
It was moved by Wilhelm and seconded by Wissler to close the public hearing. Ayes all, motion carried.
It was moved by Wissler and seconded by Wilhelm to adopt the ordinance as presented. Ayes all, motion carried.
The Board tabled any action on approve appointments to the condemnation compensation board for 2019/20.
It was moved by Wissler and seconded by Wilhelm to rescind his motion on April 23 approving changes to the wind turbine ordinance for further discussion and consideration. Ayes all, motion carried.
It was moved by Wissler and seconded by Wilhelm to approve application for renewal of a liquor license submitted by Prairie Pedlar Celebrations. Ayes all, motion carried.
It was moved by Wissler and seconded by Wilhelm to award a contract to Christensen Brothers Inc for Project LFM-RI-2330—7X-81 in the amount of $67,700.00. Ayes all, motion carried.
With there being no further business, on motion, the meeting was adjourned.
