The Sac County Board of Supervisors met in regular session with all members present, Rick Hecht, Chairman, presiding. The minutes of the last meeting were approved as submitted. The Board meeting was moved to the court room of the Sac County Courthouse due to the number of people in attendance.
It was moved by Stock and seconded by Drake to approve the agenda as posted. Ayes all, motion carried.
There was no public input at this time.
Chairman Hecht opened the public hearing, as advertised, for the proposed amendment to the current 2017/18 Sac County budget. The County Auditor explained the proposed increases in revenues of $265,016 and the proposed increases in expenditures of $302,585 for a net total increase in expenditures of $37,569. There were no questions or comments to support or oppose the proposed amendment.
It was moved by Drake and seconded by Stock to close the public hearing on the proposed budget amendment. Ayes all, motion carried.
It was moved by Stock and seconded by Drake to approve the amendments to the current budget as proposed. Ayes all, motion carried.
Chairman Hecht opened the public hearing, as advertised, for the purpose of considering an ordinance for wind energy regulations and definitions. Chairman Hecht invited anyone to speak on the issue and asked to limit their comments to three minutes. There were approximately 50 people in attendance and 19 people stood to voice their opinion either in support or to oppose the proposed ordinance.
After everyone had been given a chance to speak, it was moved by Stock and seconded by Drake to close the public hearing. Ayes all, motion carried.
It was moved by Drake to approve the ordinance as presented. It was then moved by Stock to amend the ordinance as follows: in the following paragraphs in the proposed regulations, amend 3.1 times the total height to 3.5, and amend 1500 ft to 1697 ft: paragraph (f) under the permits requirements(top of page 2), paragraph 3 of section 6.14.047 (page 2), paragraph 4 of section 6.14.047 (page 2) and further amend paragraph 3 of section 6.14.047 to read as follows: A commercial wind turbine shall not be located less than the greater of 3.5 times the total height or 1697 feet from (a) the nearest occupied or dwelling capable of being occupied for residential purpose; (b) all incorporated areas; (c) all public recreational areas; (d) all village residential areas; (e) lake area development districts; and (f) all urban transition districts, and further amend the ordinance by striking the following language from paragraph 9 of section 6.14.047 (page 3): “industry standards support that”.
The motion to amend the original motion was seconded by Drake and passed unanimously.
It was moved by Drake and seconded by Stock to approve the ordinance as amended. Ayes all, motion carried.
The County Engineer updated the Board on activities of the county road crews and the status of current construction and maintenance projects.
With there being no further business on motion, the meeting was adjourned.
