                The Sac County Board of Supervisors met in regular session with all members present, Ranell Drake, Chairman, presiding.  The minutes of the last meeting were approved as submitted. 
                It was moved by Wissler and seconded by Wilhelm to approve the agenda as posted.  Ayes all, motion carried.
                Todd Wanninger with Carroll Controls presented a proposal to replace the existing 45 year old Trane chiller and fan coil units throughout the courthouse and a proposal and to replace the HVAC system in the law enforcement center, court area and clerk of court office.  The Board asked for additional options for replacement.  No action was taken.
                At 10:30 am, the Chairman opened the public hearing for a proposed amendment to the current 21/22 County budget. There was no one present to oppose or support the amendment.  The County Auditor explained the additional revenues totaling $251,896 and additional expenditures of $626,766 for a net increase in expenditures of $374,870.  The major increases in expenditures included American Rescue Plan dollars, Mental Health, Public Health and elections.
                It was moved by Wissler and seconded by Wilhelm to close the public hearing.  Ayes all, motion carried.
                It was moved by Wilhelm and seconded by Wissler to approve the amendment to the current county budget.  Ayes all, motion carried.
                Several County employees who sit on a committee to review the County’s personnel policy presented proposed revisions to the Board for consideration.  No action was taken pending further review by the Board and input from the County Attorney.
                It was moved by Wissler and seconded by Wilhelm to abate the penalties and interest on tax sale certificates numbered 11-0118, 15-0163 and 15-0165 and assign the properties to Situs Cultivation, LLC and assign parcel number 15-0164 to Situs Cultivation, LLC with no abatement.  Ayes all, motion carried.  Situs Cultivation, LLC agreed to pay the back taxes on the four properties totaling $10,521.00.
                Supervisor Wilhelm explained some changes that were being discussed in a Memorandum of Understanding involving Rolling Hills Agency.
                It was moved by Wissler and seconded by Wilhelm to approve a one-year extension on contract with Brian W. Blomme, P.E., as County Drainage Engineer for Buena Vista, Calhoun and Sac Counties with an annual salary of $108,120.  Ayes all, motion carried.  The extension on the contract begins July 1, 2022 and expires on June 31, 2023.
                It was moved by Wilhelm and seconded by Wissler to approve an application for a 5-day liquor permit during RAGBRAI, submitted by Wine on Wheels Iowa, LLC provided Sac County is named as additional insured.  Ayes all, motion carried.
It was moved by Wissler and seconded by Wilhelm to approve special claims as listed on the claims register in the Auditor’s office.  Ayes all, motion carried.
                With there being no further business, on motion, the meeting was adjourned.
