The Sac County Board of Supervisors met in regular session with all members present, Brent Wilhelm, Chairman, presiding. The minutes of the last meeting were approved as submitted.
It was moved by Wissler and seconded by Drake to amend the agenda to include a discussion of County holidays. Ayes all, motion carried.
It was moved by Drake and seconded by Wissler to approve the agenda as amended. Ayes all, motion carried.
Bids were opened for the radio tower concrete pad construction. There were two bids received: American Pavement Solutions – Concrete work at Sac City Tower Site: $22,460.00, Concrete work at Lake View Tower Site: $19,300.00 and Standard Hourly Rate (for other work as needed): $85.00; and Buse Specialties – Concrete work at Sac City Tower Site: $10,250.00, Concrete work at Lake View Tower Site: $13,250.00 and Standard Hourly Rate (for other work as needed: $500.00 plus equipment. It was moved by Wissler and seconded by Drake to accept the bid from Buse Specialties in the amount of $23,500.00, with the stipulation that approval for additional work must be granted prior to commencing the work. Ayes all, motion carried.
It was moved by Wissler and seconded by Drake to approve the claims as presented. Ayes all, motion carried.
The County Engineer updated the Board on activities of the county road crews and the status of current maintenance and construction projects.
It was moved by Drake and seconded by Wissler to adopt Resolution #21-1116, Providing for the Amendment of the Articles of Agreement which Formed the Workforce Development Chief Elected Official Consortium for the Workforce Innovation and Opportunity Act of 2014, which changes the quorum of member counties required to conduct a meeting to be defined and one plus one-third of the members. Roll call vote: Drake – aye, Wissler – aye, Wilhelm – aye. Ayes all, motion carried.
It was moved by Wissler and seconded by Drake, to authorize the Auditor’s office to register on behalf of the county in a national opioid settlement lawsuit, which Sac County entered into by Resolution #17-1212. Ayes all, motion carried.
Jamie Lawrence appeared on behalf of the City of Sac City regarding the old Sunwise property. It was moved by Drake and seconded by Wissler to abate the taxes on Parcel #810724010019 and #810724010020. Ayes all, motion carried.
Tina Roth, Sac County Treasurer, appeared before the Board with questions regarding properties with county-held tax sale certificates. The Board instructed the Treasurer to contact the cities regarding their portion of the taxes and then bring that information back to the Board.
It was moved by Wissler and seconded by Drake to adopt Resolution #21-1116-2, to award box culvert project BROS-SWAP-CO81(79) - - SE-81 to Richards Construction and authorize Ranell Drake to sign on Doc Express. Roll call vote: Drake – aye, Wissler – aye, Wilhelm – aye. Ayes all, motion carried.
It was moved by Wissler and seconded by Drake to approve bid letting on FM-CO81(8) - - 55-81, HMA pavement widening. Ayes all, motion carried.
It was moved by Drake and seconded by Wissler to approve bid letting on BRS-SWAP- CO81(81) - - FF-81, RCB culvert replacement – twin box. Ayes all, motion carried.
It was moved by Wissler and seconded by Drake to approve a funding agreement, Agreement for County Bridge Federal-Aid Swap Funding, with the DOT. Ayes all, motion carried.
The Board took up the second-tier canvass of the city/school election held November 2, 2021, to certify results in shared-county races, and offer the following results: East Sac School Director At Large: Brent Wilhelm – 584*, Jim Wallace – 767*, Write-ins - 27; Schaller – Crestland School Director District 1: Matt Cress – 228*, Write-ins – 7; Schaller- Crestland School Director District 2: Steven R Mason – 244*; City of Lytton – Mayor: Jeff Ellerbrock – 14*; City of Lytton – City Council: Nicole Meyer – 15*; Paul J Toms – 16*; Larry Coon – 15*; Jeff Townsend – 16*; Colten Riley – 16*.
It was moved by Drake and seconded by Wissler to close the Sac County Courthouse on December 23 and December 24, in observance of the Christmas Eve and Christmas holiday.
