The Sac County Board of Supervisors met in regular session with all members present, Jim Wissler, Chairman, presiding. The minutes of the last meeting were approved as submitted.
It was moved by Wilhelm and seconded by Drake to amend the agenda to discuss a resolution to request reimbursement from the Iowa Covid-19 Government Relief fund and to discuss the purchase of a mobile command center for public safety. Ayes all, motion carried.
It was moved by Drake and seconded by Wilhelm to approve the agenda as amended. Ayes all, motion carried.
The EMA Director explained a process through CARES, how to get a reimbursement of up to $120,000 for expenditures on Covid-19. A resolution applying for the funds will be considered at the September 8 Board meeting.
It was moved by Wilhelm and seconded by Drake to authorize the EMA Director to purchase a mobile command center through an online auction service and the cost of the vehicle to be split between the Sheriff’s office and the EMA. Ayes all, motion carried.
The County Engineer updated the Board on activities of the county road crews and the status of current maintenance and construction projects.
It was moved by Drake and seconded by Wilhelm to accept and approve a proposal submitted by ISG for an amount not to exceed $28,500 for surveying and preparing Civil and 3D surface plans for a PCC overlay on County Road N28 between Highway 175 and County Road D36 to be split with Calhoun County. Ayes all, motion carried.
It was moved by Wilhelm and seconded by Drake to approve the claims as listed on the claims register in the Auditor’s office. Ayes all, motion carried.
At 10:30, the Chairman opened the public hearing on a loan agreement in a principal amount not to exceed $300,000.00 for the purchase and maintenance of emergency communication equipment. There were no written or oral comments submitted in support of or opposed to the proposal. Several bids for funding had been received from local banks and will be opened and considered at the September 8, 2020 Board meeting.
It was moved by Drake and seconded by Wilhelm to close the public hearing. Ayes all, motion carried.
It was moved by Wilhelm and seconded by Drake to proceed with the loan agreement for the purchase of emergency equipment and to consider all bids on Tuesday, September 8, 2020. Ayes all, motion carried.
With there being no further business, on motion, the meeting was adjourned.
