The Sac County Board of Supervisors met in regular session with all members present, Jim Wissler, Chairman, presiding. The minutes of the last meeting were approved as submitted.
It was moved by Wilhelm and seconded by Drake to amend the agenda to include a conference call with Buena Vista and Calhoun Counties Supervisors and an update on the COVID 19 situation. Ayes all, motion carried.
It was moved by Drake and seconded by Wilhelm to approve the agenda as amended. Ayes all, motion carried.
It was moved by Drake and seconded by Wilhelm to approve a liquor license renewal application submitted by Rustic River Winery and vineyard. Ayes all, motion carried.
It was moved by Wilhelm and seconded by Drake to approve a change in the Master Matrix submitted by Brian Lundell. Ayes all, motion carried.
The Board met via telephone conference with the Supervisors from Buena Vista and Calhoun Counties to discuss a proposed 28E agreement to establish a working mechanism between the three counties so that the three counties may jointly utilize the services of a drainage engineer. The telephone conference ended with each county agreeing to consider a motion to approve the 28E agreement.
It was moved by Wilhelm and seconded by Drake to authorize and direct the Chairman to sign a 28E agreement to share a drainage engineer with Buena Vista and Calhoun Counties to share a drainage attorney. Ayes all, motion carried.
It was moved by Drake and seconded by Wilhelm to approve a Memorandum of Understanding between Sac County and Loring Hospital which allows Loring Hospital, an Iowa not-for-profit hospital, to participate in the drug discount program established under Section 340B of the Public Health Services Act. Ayes all, motion carried.
It was moved by Drake and seconded by Wilhelm to adopt Resolution 20-0421 supporting the Division of the North Raccoon River Watershed Management Coalition. Ayes; Wilhelm, Drake and Wissler; nays none, motion carried.
The County Engineer updated the Board on activities of the county road crews and the status of current maintenance and construction projects.
It was moved by Wilhelm and seconded by Drake to approve a quote from Ten Point Construction for patching on County Road M43 north of Highway 20 in the amount of $19,500. Ayes all, motion carried.
It was moved by Drake and seconded by Wilhelm to approve the claims as listed on the claims register in the Auditor’s office. Ayes all, motion carried.
It was moved by Drake and seconded by Wilhelm to approve the drainage claims as submitted. Ayes all, motion carried.
It was moved by Drake and seconded by Wilhelm to approve a proposed open ditch repair to DD81 located in Section 4, Cedar Twp in the amount of$1,900. Ayes all, motion carried.
It was moved by Drake and seconded by Wilhelm to approve a proposed open ditch repair to Jt DD 90 & 290 Main Open Ditch in located in Section 36, Sac Twp in the amount of $7,100. Ayes all, motion carried.
It was moved by Wilhelm and seconded by Drake to approve a proposed open ditch repair to Jt DD 90 & 290 Main Open Ditch and Branch G located in Sections 34 and 27, Sac Township in the amount of $1,300. Ayes all, motion carried.
It was moved by Wilhelm and seconded by Drake to approve a proposed tile repair in DD 42, Tile Main located in Section 25, Douglas Twp in the amount of $800. Ayes all, motion carried.
It was moved by Drake and seconded by Wilhelm to approve a proposed tile repair in DD 55, Branch 3 located in Section 21, Viola Twp in the amount of $600. Ayes all, motion carried.
After reviewing the COVID 19 pandemic situation, the Board agreed to keep the courthouse and annex closed to the public through Tuesday, April 28.
With there being no further business, on motion, the meeting was adjourned.
