The Sac County Board of Supervisors met in regular session with all members present, Jim Wissler, Chairman, presiding. The minutes of the last meeting were approved as submitted.
It was moved by Wilhelm and seconded by Drake to amend the agenda to consider the Treasurer’s annual report. Ayes all, motion carried.
The Board of Supervisors met via telephone conference with the Calhoun County Board of Supervisors and Cole Budach with ISG to consider a report on proposed improvements to Joint Drainage District 7 & 59.
It was moved by Drake and seconded by Wissler that Scott Jacobs of Calhoun County serve as chairman for the joint meeting and Robin Batz, Calhoun County Auditor, serve as secretary. Ayes all, motion carried.
Mr. Budach gave a brief review of the district’s history and the proposed improvements with options for a new line to relieve the burden on part of the existing tile line.
It was moved by LeGore of Calhoun County and seconded by Wilhelm of Sac County to accept the letter report on improvements to Jt DD 7 & 59 submitted by ISG and call for an informational meeting with the landowners on Tuesday, September15, 2020, at 1:30 pm. The meeting will be conducted via ZOOM. Ayes all, motion carried.
Sherrie Wilson, Sac County Zoning officer, presented a proposed ordinance for burials on private land and asked the Board for a public hearing on the proposed ordinance. It was moved by Wilhelm and seconded by Drake to call for a public hearing for Tuesday, September 8, 2020, at 10:30 am. Ayes all, motion carried.
It was moved by Wilhelm and seconded by Drake to appoint Danna Larson of Odebolt to the Sac County Planning and Zoning Board and Darren Clayton of Auburn to the Sac County Board of Adjustment. Ayes all, motion carried.
it was moved by Drake and seconded by Wilhelm to approve a request by Sac City City Administrator Jamie Lawrence to contribute $5,000 from the Special Projects fund for assistance in rebuilding the fence around Legacy Field. Ayes all, motion carried.
The County Engineer updated the Board on activities of the county road crews and the status of current maintenance and construction projects.
It was moved by Wilhelm and seconded by Drake to adopt Resolution #20-0818 authorizing Ranell Drake as Sac County Supervisor to sign on behalf of Sac County, the contract on Doc Express for Project BROS-SWAP-Co81(74)—SE 81. Ayes Drake, Wilhelm and Wissler; nays none, motion carried.
It was moved by Drake and seconded by Wilhelm to approve the claims as listed on the claims register in the Auditor’s office. Ayes all, motion carried.
It was moved by Drake and seconded by Wilhelm to approve a 405% levy on DD 48 to generate $47,383.38 to cover outstanding warrants and provide a $1,000 sinking fund. Ayes all, motion carried.
It was moved by Wilhelm and seconded by Drake to approve a 122% levy on DD 65 to generate $27,595.52 to cover outstanding warrants and provide a $1,000 sinking fund. Ayes all, motion carried.
It was moved by Drake and seconded by Wilhelm to approve a 115% levy on DD67 to generate $20,227.30 to cover outstanding warrants and provide a $1,000 sinking fund. Ayes all, motion carried.
It was moved by Wilhelm and seconded by Drake to levy a 20% levy on DD 181 to generate $17,604.92 to cover outstanding warrants. Ayes all, motion carried.
It was moved by Wilhelm and seconded by Drake to table any action on the Treasurer’s annual report pending further review. Ayes all, motion carried.
It was moved by Drake and seconded by Wilhelm to table any action on the North Raccoon River Watershed Management resolution until the Board can review it with Brian Blomme, the County’s drainage engineer. Ayes all, motion carried.
