The Sac County Board of Supervisors met in regular session with two members present. Ranell
Drake was absent. Jim Wissler, Chairman, presided.
It was moved by Fischer and seconded by Wissler to amend the agenda to consider re-allocating
some county funds. Ayes all, motion carried.
It was moved by Fischer and seconded by Wissler to approve the agenda as amended. Ayes all,
motion carried.
It was moved by Fischer and seconded by Wissler to move $41,653.72 from Communications
salary line item to Administration salary line item along with $14,587.00 for FICA, IPERS and insurance to
the corresponding line items due to a re-assignment of an employee from Communications to Sheriff's
office assistant office manager. Ayes all, motion carried.
Kyle Norris, Sac County I.T. coordinator, presented an estimate for computer hardware in the
Supervisor's meeting room to be used for zoom meetings and webinars. The total estimate was
$2,903.62 for microphones, sound mixer, tv and mount, computer and accessories and cable. It was
moved by Fischer and seconded by Wissler to approve project and to use some American Rescue Plan
funds. Ayes all, motion carried.
The County Engineer updated the Board on activities of the county road crews and the status of
current maintenance and construction projects.
It was moved by Fischer and seconded by Wissler to approve final retainage payment of
$2,601.46 for Project L-BV-2830 - 73-81. Ayes all, motion carried.
It was moved by Fischer and seconded by Wissler to approve claims as listed on the claims
register in the Auditor's office. Ayes all, motion carried.
At 10:30, the Board met with the Supervisors from Calhoun County as trustees for Joint Drainage
District 20-119 completion hearing. It was moved by Jacobs and seconded by Fischer that Jim Wissler
serve as chairman and Jim Dowling serve as secretary. Ayes all, motion carried.
It was noted that there were no claims for damages submitted by landowners.
Brian Blomme, Drainage Engineer, presented a review of the project and recommendations for
crop damages at $923.00 per acre for corn, $742.00 per acre for beans and $300.00 per acre for CRP.
It was moved by LeGore and seconded by Jacobs to approve the Engineer's recommendations
for completion and crop damages.
It was moved by Fischer and seconded by Becker to accept the completion of the contract and
authorize final payment calculated to be $25,718.32 to be paid 30 days from the date of this meeting.
Ayes all, motion carried.
At this point the meeting of the joint boards adjourned.
County Attorney, Ben Smith, met with the Board and requested a closed session pursuant to
Iowa Code Section 21.5 (S)a to discuss possible litigation. It was moved by Fischer and seconded by
Wissler to go into closed session at 11:05 AM. Ayes Fischer and Wissler, nays none, Drake absent,
motion carried.
It was moved by Fischer and seconded by Wissler to come out of closed session at 11:45 AM.
Ayes all, motion carried
With there being no further business, on motion, the meeting was adjourned.
