The Sac County Board of Supervisors met in regular session with all members present, Ranell Drake, Chairman, presiding. The minutes of the last meeting were approved as submitted.
It was moved by Wilhelm and seconded by Wissler to amend the agenda to consider transfers to Secondary Roads. Ayes all, motion carried.
It was moved by Wilhelm and seconded by Wissler to approve the agenda as amended. Ayes all, motion carried.
Preston Jacobs from the County Engineer’s office updated the Board on the activities of the county road crews.
It was moved by Wissler and seconded by Wilhelm to accept the low bid of $211,384.46 submitted by Nelson & Rock Contractors for Project BRS-SWAP-CO81(72)—FF-81, a single box RCB culvert replacement. Ayes all, motion carried.
It was moved by Wilhelm and seconded by Wissler to reappoint Pat Laursen, Sally Lines and Dr. Zolton Pek to the Sac County Board of Health. Ayes all, motion carried.
It was moved by Wissler and seconded by Wilhelm that the individual supervisors serve on the following committees: Wissler – ICAP, DD 181 Interim, Landfill Board, County Conservation Board, Alternate to 2nd Judicial District, Mental Health Advisory Board, SETD and Hometown Pride; Wilhelm – DHS, Ambulance, REAP, ISTEA, New Opportunities, Second Judicial District, Public Health and Rolling Hills Regional Mental Health; Drake – Region XII Council of Governments, Youth Emergency Services, DECAT, ISTEA, Community Empowerment, Workforce Development, Hazmat, EMA and E911. Ayes all, motion carried.
It was moved by Wilhelm and seconded by Wissler to close the courthouse in observance of the following holidays for 2020: January 20 – Martin Luther King Day, February 17 – President’s Day, April 10 – Friday before Easter (afternoon), May 5 – Memorial Day, July 3 – Independence Day, September 7 – Labor Day, November 11 – Veteran’s Day, November 26 & 27 – Thanksgiving weekend, December 24 – Christmas Eve, December 25 – Christmas Day, January 1, 2021 – New Year’s Day. Ayes all, motion carried.
It was moved by Wissler and seconded by Wilhelm to approve a change to the Sac County Employee handbook by striking a part of Section 4.2 referring to the three-step health insurance buy-in for new employees. Ayes all, motion carried.
It was moved by Wilhelm and seconded by Wissler to approve the quarterly transfers $33,503.25 from General Basic fund to Secondary Roads and $364,608.25 from Rural Basic fund to Secondary Road for the quarter ending September 31, 2019 and $33,503.25 from General Basic fund to Secondary Roads fund and $364,608.25 from Rural Basic fund to Secondary Road fund for the quarter ending December 31, 2019. Ayes all, motion carried.
Sheriff McClure updated the Board on the county radio upgrade projects. It was moved by Wilhelm and seconded by Wissler to retain Rae Freeman as a consultant for the project for a fee of $12,000. Ayes all, motion carried.
It was moved by Wilhelm and seconded by Drake to appoint Jim Wissler as chairman of the Board of Supervisors for 2020. Ayes all, motion carried.
