The Sac County Board of Supervisors met in regular session with all members present, Ranell Drake, Chairman, presiding. The minutes of the last meeting were approved as submitted.
It was moved by Wilhelm and seconded by Wissler to amend the agenda to administer the Oath of Office to a deputy Treasurer and to consider changes in the employee handbook. Ayes all, motion carried.
It was moved by Wilhelm and seconded by Wissler to approve the agenda as amended. Ayes all, motion carried.
Brandy Ripley, Executive Director of SETD, and two of her board members presented the annual report for that agency and submitted a request for funding for 2022/23 in the amount of $85,000, the same as what was approved for 21/22. No action was taken.
Wes Niles, President of the Black Hawk Lake Preservation Association and Scott Peterson, City Administrator for the City of Lake View, presented updates on lake vegetation management and an update on BHLPA activities. It was moved by Wissler and seconded by Wilhelm to approve a funding request of up to $2100 for the vegetation management program for 2022/23. Ayes all, motion carried.
The County Engineer updated the Board on activities of the county road crews and the status of current maintenance and construction projects.
Reggie Voyles and Amanda Weber, representing the Sac County Fair Association submitted the annual report for 2021 and requested $37500 to support the fair for 2022. The amount is the same as last year’s request. No action was taken.
After considering two requests for funding from the American Rescue Plan dollars, it was moved by Wissler and seconded by Wilhelm to approve a request of $89,980 submitted by the Public Health Nurse for an electronic medical records system to replace the paper spreadsheet system currently being used. Ayes all, motion carried.
It was moved by Wilhelm and seconded by Wissler to deny a request submitted by the Sheriff for $9500 for bonus pay during the COVID – 19 pandemic. Ayes all, motion carried.
It was moved by Wilhelm and seconded by Wissler to table any discussion or action on the COVID 19 vaccination policy. Ayes all, motion carried.
It was moved by Wissler and seconded by Wilhelm to adopt Resolution 22 – 0111, a construction evaluation resolution pursuant to Iowa Code 459.304(3) relating to confinement feeding operation structures. Ayes Wilhelm, Wissler and Drake; nays none, motion carried.
It was moved by Wissler and seconded by Wilhelm to approve the Recorder’s quarterly report for the quarter ending December 31, 2021. Ayes all, motion carried.
Sheriff McClure submitted some proposed changes to the employee handbook for the Board’s consideration. No action was taken.
With there being no further business, on motion, the meeting was adjourned.
