The Sac County Board of Supervisors met in regular session with Supervisors Wilhelm and Wissler present; Supervisor Drake was absent. Supervisor Wissler served as Chairman. The minutes of the last meeting were approved as submitted.
It was moved by Wilhelm and seconded by Wissler to include the Ambulance union contract in the discussion during the meeting. Ayes all, motion carried.
It was moved by Wilhelm and seconded by Wissler to approve the agenda as amended. Ayes all, motion carried.
Supervisor Wissler administered the Oath of Office to Jared Spunaugle as deputy in the Sac County Sheriff’s office.
It was moved by Wilhelm and seconded by Wissler to approve the claims as listed on the claims register in the Auditor’s office and to approve a reimbursement to the Iowa Department of Veteran’s Affairs in the amount of $607.22 for the unspent balance of a $10,000.00 claim. Ayes all, motion carried.
It was moved by Wilhelm and seconded by Wissler to recommend approval to the Iowa DNR for a Master Matrix application submitted by Cherity Schroeder, DBA Rodeo LLC for a cattle confinement feeding operation. Ayes all, motion carried.
Sherrie Wilson, Sac County Planning and Zoning Officer, delivered a draft of a proposed Sac County Commercial Urban Revitalization Plan which had been approved by the planning and zoning board on June 3, 2019. It was moved by Wilhelm and seconded by Wissler to hold a public hearing on the proposed Urban Revit. plan on July 16, 2019 at 10:30 AM in the Board Room. Ayes all, motion carried.
It was moved by Wilhelm and seconded by Wissler to approve the claims as listed in the Auditor’s office. Ayes all, motion carried.
It was moved by Wilhelm and seconded by Wissler to approve the drainage repair claims as submitted. Ayes all, motion carried.
Representatives of the Sac County Secondary Roads union and representatives from the Communication Workers of America presented a proposal for a labor contract for the Sac County secondary road union members. The Board of Supervisors had offered a 3% wage increase and a one year contract whereas the union had proposed a three year contract.
After some discussion, it was moved by Wilhelm and seconded by Wissler to go into closed session pursuant to Iowa Code 21.5. Ayes; Wilhelm and Wissler, nays none, motion carried. Time 11:04 AM. Those present were Jim Wissler, Brent Wilhelm, Jim Dowling, Jalonna Ehler, Zac Anderson and County Attorney Ben Smith was on the phone.
It was moved by Wilhelm and seconded by Wissler to come out of closed session at 11:15. Ayes all, motion carried.
It was moved by Wilhelm and seconded by Wissler to approve the union contract to include a 3% wage increase for a one year contract and to submit same to the union for ratification. Ayes all, motion carried.
It was moved by Wilhelm and seconded by Wissler to approve a 3% wage increase and a one year contract for the Sac County Professional Paramedic Association and to submit same to that agency for ratification. Ayes all, motion carried.
The County Engineer updated the Board on activities of the county road crews and the status of current maintenance and construction projects.
With there being no further business, on motion, the meeting was adjourned.
