The Sac County Board of Supervisors met in regular session with all members present, Rick Hecht, Chairman, presiding. The minutes of the last meeting were approved as submitted.
It was moved by Stock and seconded by Drake to approve the agenda as posted. Ayes all, motion carried.
It was moved by Drake and seconded by Stock to approve a claim for $160 submitted by I&S Group for watchman services for Joint Drainage District 181. Ayes all, motion carried.
It was moved by Stock and seconded by Drake to approve the claims as listed on the claims register in the Auditor’s office. Ayes all, motion carried.
At 10:30 am, as advertised, the Chairman opened the public hearing to consider the proposed Sac County budget for fiscal year 2018/19. There were fourteen people present. The Auditor explained an increase in the levy due to upgrades in computer software, public safety equipment and personnel costs. The Board discussed the recommendations submitted by the County Compensation Board for the elected officials’ salaries for 18/19. Those recommendations included a 3% increase for the Supervisors, Auditor, Sheriff and Attorney and a 5% increase for the Treasurer and Recorder. There were no comments supporting or opposing the proposed budget.
It was moved by Drake and seconded by Stock to close the public hearing. Ayes all, motion carried.
It was moved by Stock and seconded by Drake to approve the recommendations of the County Compensation Board for the elected officials’ salaries for 18/19. Ayes all, motion carried.
It was moved by Drake and seconded by Stock to approve the 2018/19 budget as proposed. Ayes all, motion carried.
The Board of Supervisors reviewed a proposed amendment to the current zoning ordinances regarding wind towers in Sac County. Two of the Planning and Zoning Board were present to answer questions about their recommendations. Several county residents spoke opposing the proposed setbacks, stating that they requested a one half mile setback as opposed to the recommended 1500’. Several other issues were discussed including health issues, consideration for small acreage owners and depth of underground cable during installation.
It was moved by Stock and seconded by Drake to table any action on the proposed ordinance until such time as the Planning and Zoning Board can meet and develop another proposal for the Board to consider.
The County Engineer updated the Board on activities of the county road crews and the status of current maintenance and construction projects.
It was moved by Drake and seconded by Stock to accept the low bid of $51,757.28 submitted by Vogel Traffic Services for 2018 pavement markings. Ayes all, motion carried.
With there being no further business, on motion, the meeting was adjourned.
