The Sac County Board of Supervisors met in regular session with all members present, Jim Wissler, Chairman, presiding. The minutes of the last meeting were approved as submitted.
It was moved by Wilhelm and seconded by Drake to approve the agenda as posted. Ayes all, motion carried.
It was moved by Drake and seconded by Wilhelm to declare the Month of April, 2020, as Child Abuse Prevention month. Ayes all, motion carried.
It was moved by Drake and seconded by Wilhelm, due to the continued threat of the Covid 19 pandemic, the courthouse remain closed to the public through Tuesday, April 7, at which time the Board will review the situation. Ayes all, motion carried. All Sac County offices will continue to maintain staff in each office to answer phones and mail during regular business hours.
There was some discussion on using administrative leave for non-essential staff and using special coding on payroll to identify for possible reimbursement from FEMA at a later date.
It was moved by Drake and seconded by Wilhelm that, effective March 17,2020, the Sac County Courthouse, annex and other facilities are closed to the general public because of the Covid 19 pandemic. The Board of Supervisors directs all offices to maintain at least minimal staff during regular business hours.
The County Auditor and Deputy Auditor informed the Board that the June Primary election will be held on June 2, 2020 but with some changes in polling places. The Auditor asked for and received the Board’s support on combining polling places to insure the use of social distancing and limiting the number of precinct election officials. The Sac County Board of Supervisors and the County Commissioner of Elections are encouraging the use of a mail ballot. The voters will be informed that if the courthouse is still closed to the public during absentee voting curbside voting will also be available.
The Board reviewed two Master Matrix applications for animal confinement feeding operations and noted one written letter of objection submitted by Dennis Youngquist who lives in Section 28, Wheeler. The objection included a two page essay which is on file in the Sanitarian’s office.
It was moved by Wilhelm and seconded by Drake to approve the Master Matrix forms submitted by Brian Lundell for Great Iowa Pork for a confinement operation in Section 28, Wheeler Twp. Ayes all, motion carried.
It was moved by Drake and seconded by Wilhelm to approve the Master Matrix forms submitted by Dan Drey for a confinement operation in Section 6, Boyer Valley Twp. Ayes all, motion carried.
It was moved by Wilhelm and seconded by Drake to approve the transfers of $33,503.25 from General Basic fund to Secondary Road fund and $364,608.25 from Rural Basic fund to Secondary Road fund. Ayes all, motion carried.
The County Engineer updated the Board on the activities of the county road crews and the status of current maintenance and construction projects.
It was moved by Drake and seconded by Wilhelm to approve a funding agreement between the Iowa DOT and Sac County for Project BROS-SWAP CO81(74)—SC81. Ayes all, motion carried.
It was moved by Drake and seconded by Wilhelm to approve a proposed open ditch repair on DD 71, Main open ditch located in Section 20, Jackson Twp in the amount of $1,000.00. Ayes all, motion carried.
It was moved by Wilhelm and seconded by Drake to approve a proposed open ditch repair on Joint DD 181 located in Section 10, Jackson Twp in the amount of $1,700.00. Ayes all, motion carried.
It was moved by Drake and seconded by Wilhelm to approve a proposed tile repair in DD 65 Sac Main tile located in Section 28, Douglas Twp in the amount of $1,700.00. Ayes all, motion carried.
The Board noted a correction in the adopted budget for 20/21 reducing the amount of tax asking in Mental Health which reduced the overall levey to $9.04015.
With there being no further business, on motion, the meeting was adjourned.
