The Sac County Board of Supervisors met in regular session with all members present, Mike
Fischer, Chairman, presiding. The minutes of the last meeting were approved as submitted.
It was moved by Wissler and seconded by Drake to approve the agenda as posted. Ayes all,
motion carried.
It was moved by Drake and seconded by Wissler to change the language in Section 4.2 of
the Sac County Employee Handbook to reflect the end of insurance coverage to coincide with the
employee's last day of the month in which the employee terminates. Ayes all, motion carried.
The County Engineer updated the Board on activities of the county road crews and the
status of current maintenance and construction projects.
It was moved by Wissler and seconded by Drake to approve an amendment to the D.O.T.
budget for 2023/24 in the amount of $210,000 for bridge construction and $159,923 for
construction and patching. Ayes all, motion carried.
Sheriff Ken McClure discussed with the Board the retirement of certain equipment which
had been purchased in 2006 and is currently being replaced.
It was moved by Drake and seconded by Wissler to allow the Sheriff's deputies to purchase
their service AR15's for $300 each. Ayes all, motion carried.
The Sheriff advised the Board that he had hired Justin Lyman as a new deputy who will start
June 3.
The County Attorney presented a proposed amendment to the County ordinance regulating
lights on wind turbines.
It was moved by Wissler and seconded by Drake to call for a public hearing on Tuesday, June
18, 2024, at 10:30 AM to consider an amendment to county ordinances regarding wind turbines.
Ayes all, motion carried.
It was moved by Drake and seconded by Wissler to approve the claims as listed on the
claims register in the Auditor's office. Ayes all, motion carried.
It was moved by Wissler and seconded by Drake to approve the drainage claims as
submitted. Ayes all, motion carried.
At 10:30 the Chairman opened the third public hearing to consider a resolution declaring
Emergency Medical Services an essential service in and for Sac County, Iowa.
There was no one present to support or oppose the proposed resolution.
It was moved by Drake and seconded by Wissler to close the public hearing. Ayes all,
motion carried.
It was moved by Wissler and seconded by Drake to adopt Resolution 2024-0521 declaring
the Sac County Emergency Medical Services in Sac County an Essential Service in and for Sac
County, Iowa, exercising necessary power and function to establish a Sac County emergency
medical service advisory council and the proposition of either a local option income surtax or an ad
valorem property tax, or both to fund EMS to be voted upon by Sac County voters at the next
election. Ayes all, motion carried.
With there being no further business, on motion, the meeting was adjourned.
