The Sac County Board of Supervisors met in regular session with all members present, Ranell Drake, Chairman, presiding. The minutes of the last meeting were approved as submitted.
It was moved by Wilhelm and seconded by Wissler to approve the agenda as posted. Ayes all, motion carried.
Brian Blomme, Drainage Watchman with I&S Group, appeared before the Board in regard to a wetland project in Drainage District 54. The project was originally presented to the Board by Michael Bourland with IDALS on 3/22/19 and was approved by the Board. Since that time, there was a discovery of private tile within the project boundary and amendments to the project plans will need to be made. It was moved by Wissler and seconded by Wilhelm to direct the Watchman to work with Mr. Bourland and IDALS to secure easement documentation and verify areas served by the project and that a ½” drainage coefficient is achieved as well as working with the Drainage Clerk to establish minimum assessments on said areas. Ayes all, motion carried.
Jenny Buehler addressed the Board in regard to the Richland Wind Turbine project being completed by Alliant Energy, speaking out against the project and the right of way easements being sought by Alliant Energy.
Carol Raasch made a request of the Board for their support of a development in Odebolt at the junction of Highway 175 & M43. Proposed plans were reviewed but no action taken at this time.
Brandy Ripley gave an update on the Share the Road route. Discussion was had regarding the 23 signs that will be necessary at a cost of approximately $4,000-4,600, as well as installation and upkeep of the signs. It was moved by Wilhelm and seconded by Wissler to give authority to Brandy Ripley to work with Chris Rodman in order to complete grant applications to cover said expenses, or a portion thereof. Ayes all, motion carried.
It was moved by Wissler and seconded by Wilhelm to approve a wine permit for Thistle Down Nursery of Lake View. Ayes all, motion carried.
It was moved by Wissler and seconded by Wilhelm to approve a proposed tile investigation in JT DD 1-40, Sac and Calhoun Counties, Sec 20, Cedar Twp in the amount of $1750.00. Ayes all, motion carried.
It was moved by Wissler and seconded by Wilhelm to approve a proposed tile repair in DD 71 Main Open Ditch, Sec 32, Jackson Twp in the amount of $1500.00. Ayes all, motion carried.
It was moved by Wissler and seconded by Wilhelm to approve a proposed tile repair in DD 71 Main Tile, Sec 33, Jackson Twp in the amount of $900.00. Ayes all, motion carried.
It was moved by Wissler and seconded by Wilhelm to approve the drainage claims as presented. Ayes all, motion carried.

The County Engineer updated the Board on activities of the county road crews and the status of current maintenance and construction projects.
John Murray, Attorney from Storm Lake, Jenny Buehler and approximately 8 other residents or landowners in the Richland Township area addressed the Board regarding easements in the Sac County road right-of-way for the Richland Wind Turbine connectivity. County Attorney Ben Smith and County Engineer Zac Andersen were also present. The group discussed several items concerning the project including road use agreement, right of way easements and building permits. They requested that the Board reject the proposed permit for parallel transmission lines by rejecting the use of County right-of-way There was no action taken and the action items will be on the agenda next week.
With there being no further business, on motion, the meeting was adjourned.
