The Sac County Board of Supervisors met in regular session with all members present, Jim Wissler, Chairman, presiding. The minutes of the last meeting were approved as submitted.
It was moved by Wilhelm and seconded by Drake to amend the agenda to include a public hearing on an ordinance regulating burials outside of cemeteries. Ayes all, motion carried. This public hearing had been duly advertised in the official county papers according to Code.
It was moved by Drake and seconded by Wilhelm to approve the agenda as amended. Ayes all, motion carried.
Chairman Wissler administered the Oath of Office to David Jennett, attorney, who act as interim County Attorney during Ben Smith’s deployment with the U.S. Army, from September 10, 2020 until his release from active duty.
The Board, Auditor and staff from the Auditor’s office held some preliminary discussion regarding sharing an information technology position with Calhoun County.
It was moved by Wilhelm and seconded by Drake to contact Iowa Counties’ Information Technologies Group to do a review of Sac Counties needs and assessments for an IT position. Ayes all, motion carried.
It was moved by Drake and seconded by Wilhelm to adopt Resolution #20-0908, requesting reimbursement from the Iowa Covid-19 Government Relief Fund in an amount not to exceed $123,242.91. Ayes Drake, Wilhelm and Wissler; nays none, motion carried.
The County Engineer updated the Board on activities of the county road crews and the status of current maintenance and construction projects.
It was moved by Drake and seconded by Wilhelm to appoint John Schultz from Odebolt to the Sac County Planning and Zoning Commission. Ayes all, motion carried.
At 10:30 am, the Chairman opened the public hearing on private burials in Sac County. There were no written or oral comments supporting or opposing the proposed ordinance.
It was moved by Wilhelm and seconded by Drake to close the public hearing. Ayes all, motion carried.
It was moved by Wilhelm and seconded by Drake to waive the first and second readings of the ordinance and adopt the Ordinance Regulating the Burial of Human Remains outside of Cemeteries in Sac County. Ayes Drake, Wilhelm and Wissler; nays none, motion carried.
The following bids on a $300,000 note for communications equipment upgrade were received in a timely manner and opened for review by the Board; Citizen’s First National Bank - 2.26% on 5 year note, 2.74% on 7 year note and 4.04% on 10 year note; Iowa State Bank – 2.09% on 5 year note, 2.39% on 7 year note and 2.59% on 10 year note; United Bank of Iowa – 3.10% on 5 year note, 3.30% on 7 year note and 3.50% on a 10 year note; First State Bank – 3.50% on a 5 year note, 3.50% on a 7 year note and 3.95% on a 10 year note; Bank Midwest – 3.75% on a 5 year note, 4.10% on 7 year not and no bid on 10 year note; Westside State Bank - 2.95% on 5 year note, 3.15% on 7 year note and 3.25% on 10 year note. The bids will be sent to the bonding attorney for review and the Board will consider recommendation at the next regular board meeting.
