Minutes for May 7, 2019

The Sac County Board of Supervisors met in regular session with all members present, Ranell Drake, Chairman, presiding.  The minutes of the last meeting were approved as submitted.
                It was moved by Wilhelm and seconded by Wissler to approve the agenda as posted.  Ayes all, motion carried.
                Brian and Jennie Buehler addressed the Board during the Citizen Input portion of the meeting with concerns that proper notice had not been given for a public hearing on changes to the wind turbine zoning ordinances.  Notice was published in the Sac Sun but not in The Chronicle and was missed by the Buehlers.
                There were some questions regarding the issuance of building permits for the wind turbine project power plant area.  No permit was issued individually for the power plant site as it was considered part of the wind turbine project.  The Board instructed the Zoning Officer to publish notice in both legal newspapers going forward.  The Board will review the changes to the zoning ordinance.
                It was moved by Wilhelm and seconded by Wissler to approve application for FY20 County Substance Abuse Program and to appoint Renee Roland as the authorized signatory for the grant.  Ayes all, motion carried.
                It was moved by Wilhelm and seconded by Wissler to approve the claims as listed on the claims register in the Auditor’s office.  Ayes all, motion carried.
                The County Engineer updated the Board on the activities of the county road crews and the status of current maintenance and construction projects.
                It was moved by Wissler and seconded by Wilhelm to approve a tile crossing between Sections 16 & 21, Coon Valley Township submitted by the Rose Legler Morningside Trust.  Ayes all, motion carried.
                It was moved by Wissler and seconded by Wilhelm to approve a tile crossing between Sections 8 & 9, Douglas Township submitted by the Frank Molsberry Family Trust.  Ayes all, motion carried.
                It was moved by Wilhelm and seconded by Wissler to approve a contract with Calhoun County to share the services of the County Engineer for fiscal year 2019/20 which calls for a 5% salary increase.  Ayes all, motion carried.
                With there being no further business, on motion, the meeting was adjourned.
