The Sac County Board of Supervisors met in regular session with all members present, Jim Wissler, Chairman, presiding.

It was moved by Drake and seconded by Fischer to approve the minutes of the last meeting as presented. Ayes all. Motion carried.

It was moved by Fischer and seconded by Drake to approve the agenda as presented. Ayes all. Motion carried.

There was no one present for Citizens Input.

It was moved by Drake and seconded by Fischer to approve the claims as presented in the amount of $199,549.24. Ayes all. Motion carried.

It was moved by Fischer and seconded by Drake to assign County Held Tax Certificate #CO0024 for the N 62’ of Lots 9 & 10 and 10’ vacated Dumcombe Street, and #CO0024 for the S 78’ of Lots 9 & 10 and N 10’ alley, both in Block 34, Platt’s Addition to Sac City, to Debbie and Barry Larsen and abate the taxes on said property. Ayes all. Motion carried.

It was moved by Fischer and seconded by Drake to approve a Class C Retail Alcohol License renewal for Rustic River Winery and Vineyard, LLC. Ayes all. Motion carried.

It was moved by Drake and seconded by Fischer to approve a Class C Retail Alcohol License renewal for Trailside Roadhouse Inc. Ayes all. Motion carried.

It was moved by Drake and seconded by Fischer to set a Public Hearing for a Budget Amendment on the FY20206 budget for May 26, 2026, at 10:15AM, and direct the Auditor’s office to publish the same. Ayes all. Motion carried.

It was moved by Drake and seconded by Fischer to cancel the regularly scheduled Board of Supervisors meeting on June 2, 2026, for Primary Election Day. Ayes all. Motion carried.

It was moved by Fischer and seconded by Drake to fill the vacancy in the office of County Auditor by appointment at the Board of Supervisors meeting on May 19 and to direct the Auditor’s office to publish notice of the vacancy and the method of filling the vacancy as directed by the County Attorney. Ayes all. Motion carried.

It was moved by Fischer and seconded by Drake to adopt Resolution #26-0428, Resolution Approving the Sac County Special Projects Fund Application Process, which describes the details of the application, processes, deadlines, reporting requirements and other particulars of projects requesting monies from the Special Projects Fund.

Roll Call Vote – Ayes: Drake, Fischer, Wissler. Nays: None. Motion carried.

It was moved by Fischer and seconded by Drake to publish Notice of Public Hearing on a proposed Code of Ordinances for Sac County, set Public Hearing on the Code of Ordinances for May 12 at 10:00AM, set subsequent meetings for readings and consideration of adopting ordinances for May 19, May 26 and June 9, 2026, at 10:00AM on each of those days Ayes all. Motion carried.

Nick Buse, Sac County Engineer, updated the Board regarding Secondary Roads projects, including that the river bridge has been poured.

It was moved by Drake and seconded by Fischer to approve the Iowa DOT 5 Year Budget and Program, showing projected projects over the next 5 years. Ayes all. Motion carried.

The Chairman called the meeting into closed session pursuant to Iowa Code Section 21.5(1)(c), to discuss possible litigation at 10:41AM. It was moved by Drake and seconded by Fischer to come out of closed session at 11:01AM. Ayes all. Motion carried.

It was moved by Fischer and seconded by Drake to authorize the Sac County Attorney to pursue all legal remedies available to the county as it relates to the 1942 contract between CN Railroad and Sac County. Ayes all. Motion carried.

There being no further business, on motion by Drake and seconded by Fischer, the meeting was adjourned.
