The Sac County Board of Supervisors met in regular session with the following members present: Mike Fischer and Jim Wissler, Chairman, presiding.  Ranell Drake was absent.

It was moved by Fischer and seconded by Wissler to approve the minutes of the last meeting as presented.  Ayes all.  Motion carried.

It was moved by Fischer and seconded by Wissler to approve the agenda as presented.  Ayes all.  Motion carried.

There was no one present for Citizens Input.

It was moved by Fischer and seconded by Wissler to approve the claims as presented in the amount of $460,645.68. Ayes all.  Motion carried.

It was moved by Fischer and seconded by Wissler to approve a revised 28E agreement for Northwest Iowa Multicounty Regional Juvenile Detention Center, Y.E.S. Center to approve Emmet County becoming part of Y.E.S. Center and agrees to all terms of the 28E Agreement.  Ayes all.  Motion carried.

It was moved by Fischer and seconded by Wissler to approve entering into an agreement with Rudd Sanitation for commercial garbage pickup for necessary county buildings.  Ayes all.  Motion carried.

It was moved by Fischer and seconded by Wissler to approve the Special Projects Fund Application submitted by Black Hawk Lake Protective Association in the amount of $1,166.66.  Ayes all.  Motion carried.

It was moved by Fischer and seconded by Wissler to approve Drainage Work Order    

#S-05-2026 with Mauer Tiling for Drainage District 30, Section 12, Coon Valley Township, for a tile repair in the amount of $1,000.  Ayes all.  Motion carried.

 It was moved by Fischer and seconded by Wissler to approve Drainage Work Order

#S-06-2026 with Wieston Ag Service for Drainage District 56 Br 5, Section 18, Sac Township, for a tile repair in the amount of $1,400.  Ayes all.  Motion carried.

It was moved by Fischer and seconded by Wissler to approve Drainage Work Order

#S-07-2026 with Wieston Ag Service for Drainage District 80, Section 36, Coon Valley Township, for proposed open channel maintenance in the amount of $4,000.  Ayes all.  Motion carried.

It was moved by Fischer and seconded by Wissler to approve Drainage Work Order    

#S-08-2026 with Mauer Tiling for Drainage District 25, Section 17, Coon Valley Township, for a tile repair in the amount of $2,000.  Ayes all.  Motion carried.

         It was moved by Fischer and seconded by Wissler to adopt Resolution #2026-0609E, A Resolution Extending Resolution No. 25-0205-2 Establishing a Temporary Moratorium on the Issuance of Conditional Use Permits for Digital Asset Mining/Data Centers.  Ayes: Fischer, Wissler.  Absent: Drake.  Motion carried.

         It was moved by Fischer and seconded by Wissler to adopt Resolution #2026-0609F, A Resolution Extending Resolution No. 25-0205-3 Establishing a Temporary Moratorium on the Issuance of Conditional Use Permits for Energy Storage Systems.  Ayes: Fischer, Wissler.  Absent: Drake.  Motion carried.

Chairman Wissler opened the Public Hearing for the Consideration of Adoption of Proposed Sac County Ordinances, Third and Final Reading. 

It was moved by Fischer and seconded by Drake to close the public hearing. 

It was moved by Fischer and seconded by Wissler to adopt Resolution #2026-0609C, Resolution Approving, Ratifying, and Adopting the Code of Ordinances of Sac County, Iowa, In It’s Entirety.  Ayes: Fischer, Wissler.  Absent: Drake.  Motion carried.

There was some discussion regarding the creation of a Human Resources position for Sac County.  Ideas were discussed about how to move forward but no action was taken. 

In order to satisfy all recommendations of IPIB in relation to Complaint #26FC:0028, it was moved by Fischer and seconded by Wissler to adopt Resolution #2026-0609D, A Resolution to Recertify and Reaffirm Resolution #26-0127 – Approve and Accept the Low Bid of $2,635,891.74 submitted by Norris Asphalt Paving Co LC for Sac County Project No. FM-CO81(85)-55-81, and FM-CO81(86)-55-81, FM-CO81(87)-55-81, FM-CO81(88)-55-81, and FM-CO81(97)-55-81.  Ayes: Fischer, Wissler.  Absent: Drake.  Motion carried.

It was moved by Fischer and seconded by Wissler to adopt Resolution #2026-0609B – General Operating Transfers to Secondary Roads, authorizing $473,000.50 to be transferred from Rural Basic (0011) to Secondary Roads (0020) and $44,840.50 to be transferred from General Basic (0001) to Secondary Roads (0020). Ayes: Fischer, Wissler.  Absent: Drake.  Motion carried.

It was moved by Fischer and seconded by Wissler to approve and sign the engagement letter from TP Anderson for their services to perform the FY26 County Audit at a price not to exceed $52,000.  Ayes all.  Motion carried.

Nick Buse, County Engineer, updated the Board about current projects including the river bridge pile bent projects, the Lake View bridge and asphalt overlay project to happen in August.

It was moved by Fischer and seconded by Wissler to adopt Resolution #2026-0609A, Certification (Canvass) of Primary Election Results showing the following:  1853 people voted at the polls on Election Day, 384 absentee ballots were accepted for counting, no provisional ballots were cast, 2 absentee ballots were rejected because they were not returned, a total of 2237 people voted; Candidates Nominated for County Offices: Board of Supervisors Dist 2 – Mike Fischer, Republican; Board of Supervisors Dist 3 – James L Wissler, Republican; County Treasurer – Tina Roth, Republican; County Recorder – Bethany Burns, Republican; County Attorney – Benjamin Smith, Republican; County Sheriff to Fill a Vacancy – Joel Suggitt, Republican; Democratic Party has no county offices with a nominee.  Ayes: Fischer, Wissler.  Absent: Drake. Motion carried.

There being no further business, on motion by Fischer and seconded by Wissler, the meeting was adjourned.
