The Sac County Board of Supervisors met in regular session with all members present and Jim Wissler, Chairman, presiding.
It was moved by Fischer and seconded by Drake to approve the minutes of the last regular meeting held on June 23, 2026, as presented. Ayes all. Motion carried.
It was moved by Fischer and seconded by Drake to approve the minutes of the special meeting held June 24, 2026, as presented. Ayes all. Motion carried.
It was moved by Drake and seconded by Fischer to approve the agenda as presented. Ayes all. Motion carried.
There were no comments or concerns presented during Citizens Input.
The County Engineer updated the Board on activities of the county road crews and the status of current maintenance and construction projects including the following: Lake View bridge is almost complete and should be open in approximately two weeks; River bridge is open but seeding needs to be completed; pile bent projects are now complete; asphalt paving project should begin mid-July and last about 3 weeks; and waiting on status for a bridge on D15 that was selected as a finalist in the highway bridge grant program.
At 10:05am, the Board held a conference call with Calhoun County Board of Supervisors, acting as Trustees for Joint Drainage District 7 & 59, Sac and Calhoun Counties. County Drainage Engineer, Brian Blomme, reviewed the Engineer’s Report and proposed improvement with the joint boards. Estimated cost of the project is $870,337 with an estimated assessment of $322/acre. Said improvement proposes that the tile improvement outlets to DD2, Calhoun County and will require a meeting with landowners of DD2 to get their approval before work can move forward. After discussion, it was moved by George (Calhoun) and seconded by Fischer (Sac) to accept the Engineer’s Report and set a Public Hearing for August 25, 2026, at 1:00pm at the Calhoun County Conservation Board building. Ayes all. Motion carried.
It was moved by Drake and seconded by Fischer to approve the claims as presented in the amount of $507,980.33. Ayes all. Motion carried.
It was moved by Drake and seconded by Fischer to reappoint Dean Graeve to a 3-year term as Commissioner on the Sac County Veterans Affairs Commission. Ayes all. Motion carried.
It was moved by Fischer and seconded by Drake to adopt Resolution #2026-0630A, A Resolution Approving Transfer of Funds to Secondary Roads in the amount of $116,721 for secondary roads interest. Roll call vote: Ayes – Drake, Fischer, Wissler; Nays – None. Motion carried.
Kyle Norris, Information Technology, presented a draft of a 28E agreement between the City of Sac City and Sac County for Information Technology Services to the Board for their review. No action was taken at this time.
It was moved by Drake and seconded by Fischer to adopt Resolution #26-0630B, Authorizing Appropriations to County Officers and Departments for FY 2026/2027, appropriating 100% of the certified county budget for FY27 to the department or office listed in said budget. Roll call vote: Ayes – Drake, Fischer, Wissler; Nays – None. Motion carried.
It was moved by Fischer and seconded by Drake to adopt Resolution #26-0630C, A Resolution Designating the Official Physical Posting Location for Public Meetings and Agendas Pursuant to Iowa Code Chapter 21 and House File 2490, which designates the Southeast doors of the courthouse as the physical site for posting of all public meeting notices and tentative agendas and states that the same shall be posted on the county’s primary website, www.saccountyiowa.gov. Roll call vote: Ayes – Drake, Fischer, Wissler; Nays – None. Motion carried.
There was discussion regarding a possible designee for the Zoning Administrator who is out on leave. No action was taken and this item will be tabled for another meeting.
There will be no regular meeting on July 7, 2026. The next regular meeting will be held on July 14, 2026, at 10am.
